Safety training for recruitment agencies: placements in England
For an agency placing staff in England, a certificate request is only one part of preparing a placement. You also need clear information about the job, the worker’s relevant preparation and the client’s induction arrangements. Set up a repeatable process so a busy recruitment desk is not rebuilding it for every starter.

Ask the client for a usable job brief
Request the actual duties, work location and relevant hazards, together with the skills, experience and qualifications required. Ask which course evidence the client expects and who will review it. “All safety certificates” is too vague to become a reliable training order.
Confirm the contact for questions and changes. If the assignment moves to another task or site, revisit the information instead of assuming the original brief still applies. The agency needs a way to identify that change before the worker is sent with outdated instructions.
Review the worker’s existing preparation
Match available evidence to the actual request. Check the learner’s identity, course title and any assessment or practical requirements. Keep uncertainties visible so the responsible person can decide whether further learning, a different qualification or additional support is needed.
Ask about language needs and access to the course. Do not select a learning language solely from nationality. The useful question is which language the person understands well enough to learn and ask questions about the work.
Allocate courses through one repeatable process
Use the business account to enrol workers, assign relevant courses and follow progress. Keep a clear contact for access problems. If an invitation goes missing, check the details and sent key before buying another course or creating a duplicate record.
Plan enough time for all required stages. A course deadline should reflect the assessment and certificate route, not just the time an administrator expects to send an email. Do not promise that every worker will be ready by a particular hour regardless of what remains outstanding.
Make the client handover specific
Share the requested course evidence through the agreed route and state what still needs attention. Confirm who will provide workplace induction, task instruction and supervision. General online learning does not tell a worker the site’s actual traffic routes, equipment rules or emergency arrangements.
Keep a process for changes during the placement. A worker moving to another task may need further information or instruction. The training record should support that discussion rather than make an earlier certificate appear to cover every later assignment.
Agree responsibilities before the placement
HSE guidance calls for the supplier and end user business to exchange relevant job and risk information before work starts. The supplier checks the worker against the job requirements; the end user directs the work and manages day-to-day workplace safety. Keep that cooperation explicit. A course certificate does not transfer those responsibilities to the training provider.

Questions and answers
Can one standard course list cover every client?
Use a consistent process, but choose learning from the actual duties, risks and requirements for each assignment.
Does a course certificate replace the client’s induction?
No. The worker still needs information, instruction and supervision for the actual workplace and tasks.
What if the client changes the duties?
Revisit the brief, evidence and instruction needed. Do not assume the original course choice covers a changed assignment.
Is the business account free?
Yes. The business account has no subscription fee. Full course learning and online tests are free, with optional paid certificates after passing. Check the managed team process for your selected courses.
Does the account replace workplace instruction?
No. Use it for the provider’s course allocation and records. Keep local induction, task instruction and any other work requirements within your workplace arrangements.
