The regulation

In Great Britain, major accident hazards are governed by the Control of Major Accident Hazards Regulations 2015 (S.I. 2015/483), which implement the Seveso III Directive. The competent authority is the HSE acting jointly with the Environment Agency (England), Natural Resources Wales or SEPA (Scotland). Northern Ireland has its own COMAH Regulations (Northern Ireland) 2015.

What the operator must do

  • Notify the competent authority
  • Prepare a major accident prevention policy
  • Upper-tier sites: prepare a safety report and internal emergency plan
  • Provide information to the public and co-operate with inspections

Lower and upper tier

Whether a site is in scope — and at which tier — depends on the quantities of dangerous substances present, measured against the thresholds in the Regulations.

This course explains the framework. Site-specific roles in the safety report or emergency plan need training on your own establishment’s procedures.
